If multiple lines around the IC are short-circuited, the chip is likely faulty; this is a common problem and in most cases, an actual failure.
This part comes in several versions; to replace it, you need to check the markings on your part and ensure you purchased the same one.
This component might be hard to find because the host computer is quite old, so you might need to purchase it from a borrowed motherboard.
Replacing this component is actually quite simple. Just use a hot air gun to desolder the old IC, clean off the old solder, add new solder, and then use the hot air gun to install the new IC.
Final Testing: After replacing the port or LAN controller, ensure the Ethernet cable is plugged in and that the connection can reach the internet.
