Check that the power adapter outputs 12V DC.

If so, turn on the Wii and check the SMD electrolytic capacitors on the motherboard. The easiest way to check if the SMD capacitors of the video filter are faulty is to use a composite cable and check the video signal before and after inserting the capacitors.

Other causes include using a poor-quality or faulty Wii2HDMI or other component-to-HDMI converter device.
